Planning the Future of a Growing Urban Community
The Keele / St. Clair Local Area Study represents an important step in shaping the future of one of Toronto's emerging transit-oriented neighbourhoods. Centered around the Keele Street and Old Weston Road nodes, the study was initiated to establish a long-term vision for growth, land use, mobility, public spaces, and community development as the area evolves with significant public infrastructure investment and new transit connections. City Council directed staff to undertake a Local Area Study to examine the long-term future of these nodes and guide redevelopment in a coordinated manner.
As one of Toronto's priority growth areas, the study focuses on creating a complete community where new residential and employment opportunities are supported by enhanced public spaces, improved transportation networks, active mobility connections, and thoughtfully planned development. The area's proximity to the St. Clair–Old Weston GO/UP Express Station, major transit investments, and ongoing redevelopment initiatives presents a unique opportunity to transform former industrial lands into a vibrant, connected urban district that supports the City's long-term planning objectives.

Palacio Land Development Strategies Inc. contributed strategic planning and land development expertise to support the long-term vision for the Keele / St. Clair area. Drawing on founder Cesar Palacio's extensive municipal leadership and planning experience, PLDSI provided insight into land use planning, stakeholder engagement, and municipal decision-making to help advance a coordinated approach to future growth.
